Sheikh Muhammad bin Rashid Al Maktoum is the Vice President and the Prime Minister of the UAE and is also known as the ruler of Dubai. The highness approved the second phase of the Dubai 2040 Urban Master Plan a few days ago.
The ruler has swotted the progress of the 17 projects and their initiatives that were part of the first or initial phase of the Dubai 2040 Urban Master Plan. Â
The second phase of the Urban Master Plan is consisting of various projects under the 10 key initiatives that include;
- Urban centers
- Dubai real estate strategy
- Urban farming plan
- Preserving urban heritage plan
- Developing the 20-minute city policy
- The pedestrian network master plan and more.
What Is Phase II of Dubai 2040?
Mattar Al Tayer, Commissioner General for Infrastructure, Urban Planning and Well-Being Pillar, and the Chair of the Supreme Committee of Urban Planning in Dubai briefed the Sheikh Muhammad bin Rashid Al Maktoum about the key projects of phase II of the Dubai 2040 Urban Master Plan. This new phase will include the integrated plan for the development of five main urban centers, of which three exist, and two new centers will be developed in Dubai.   Â
Phase II of the Dubai 2040 Urban Master Plan also advises an inclusive strategy for the real estate sector of Dubai up to 2040 to align it with the requirements of the Master Plan and create a balance between supply and demand.
It calls for initiatives that are proactive so that the management of opportunities and changes in the real estate market will be easy. It is also to attain more sustainable urban development and to boost investor confidence.
This plan includes a proper framework for high-yield agriculture and farming by identifying the right locations and developing the whole infrastructure. The Phase II of the Dubai Urban Master Plan also ensures food security by providing the required facilities.
It also has the perfect outline plan for the preservation of urban heritage and enhancing the emirate’s identity, promoting the historical areas, landmarks, and buildings, and improvising the tourism experience at the archaeological sites.
This Urban Master Plan calls for the development of the 20-minute city, it will allow the resident to reach their destination within 20 minutes on foot or by bicycle. The integrated service center is also included in this plan, which will provide all the essential facilities. Increasing the population density of mass transit stations enables access for the residents to 80% of their daily needs and the destination within the minutes. Â
Phase II of the Dubai Urban Master Plan will be developed for enhancing and utilizing urban spaces such as alleyways, spaces under bridges, and squares. It will happen by augmenting the well-being elements to make these spaces more attractive and relaxing for the residents and visitors.
The phase will contribute to enriching the beauty of urban areas, building green corridors, reducing carbon footprints, and increasing the landscape strategy.
This compressive plan also includes pedestrian and soft mobility across Dubai that will focus on connected pathways in areas with high density.
It also involves the development of an avenue for every residential neighborhood. It will be developed under the rule of the integrated street network to provide services and facilities focused on catering to the needs of the residents. This inventiveness will enhance the well-being of the residents and support soft mobility. It will also reduce travel time within Dubai.

The Prime Minister of Dubai also got the briefing about the 17 projects that are completed or nearing completion. With the support and follow-up of the leadership of Dubai, the supreme Committee of Urban Planning in Dubai has completed six projects, including Dubai’s National Housing policy. As a part of this policy, the historic housing budget of DH.65 was allocated for the housing citizen in Dubai. It doubles the beneficiaries of Dubai’s house programme.
Other completed projects include the Hatta Development Master Plan, drafting the Urban Planning Law, and the development of an integrated planning database that supports sustainable development in line with the plan of the emirates. It also includes the Countryside and Rural Areas Development Master Plan.
And the Supreme committee of Urban Planning aims to complete the remaining projects by the end of the year, including the size of Dubai’s public beaches and developing a draft for the Dubai Wellbeing Strategy.
